Online gambling in Germany is legal under the Interstate Treaty on Gambling (Glücksspielstaatsvertrag 2021), which came into force in July 2021. What is allowed

Classic table games like blackjack and roulette remain in a legal grey area under the federal treaty but some state-level licences exist. The licensing body (GGL, based in Halle) processes applications and enforces compliance. Slot play carries a maximum €1 stake per spin and €1,000 monthly deposit limit under the initial rules.
Playing at unlicensed casinos in Germany
Players can technically access offshore casinos from Germany but the legal status for the player is unclear. The focus of enforcement has been on unlicensed operators, not individual players.
