The current regulatory situation
Online sports betting is legal and operated by licensed land-based bookmakers who have online platforms. Online casino games (slots, table games) from a domestic licensed operator perspective are in a grey area — there are no nationally issued online casino licences. The National Gambling Board has issued guidance but full regulatory frameworks for online casinos have been under discussion for years without finalisation.
Offshore casino access
Many South Africans play at international online casinos. The legal risk to individual players is very low — prosecutions of players have not been a feature of enforcement.
